Our browser-based system enables motor carriers to apply for a permit, intelligently generate a travel route based on current restrictions information, make a payment, and quickly receive their permit anytime, anywhere. With configurable business rules, permit applications can be qualified for auto-issuance. Or, through defined workflows, carriers can track their permit through a manual review process.

CTS-PARS automatically performs safest route validation analysis to determine the best routes for travel — taking into account the vehicle size and weight, any constraints on the specified route (such as bridges, overpasses or construction), as well as other various permanent and/or temporary restrictions. Routing is powered by ESRI ArcGIS, in combination with Celtic proprietary modules utilizing Linear Referencing systems, Geographical Information Management Systems, POINTS, and Car 511 integration. With our intelligent routing system, jurisdictions avoid potential safety issues with OS/OW vehicle movements, and are able to help preserve their transportation infrastructure.

CTS-PARS includes a powerful Restrictions Management module, which allows authorized users to enter in real time any permanent or temporary road restrictions, and is fully integrated with Car 511. When road restriction changes occur, affected permit holders can be automatically notified via email or text message.
